Efficiency and Equity Implications of Alternative Instruments to Reduce Carbon Leakage

چکیده
The cost-effectiveness of unilateral emission abatement can be seriously hampered by emission leakage. We assess three widely-discussed proposals for leakage reduction targeted at energyintensive and trade-exposed industries: border tax adjustments, output-based allocation and industry exemptions. We find that none of these measures amounts to a “magic bullet” when both efficiency and equity criteria matter. Border tax adjustments reduce leakage and provide global cost savings but exacerbate regional inequality. Exemptions produce very little leakage reduction and run the risk of increasing efficiency cost of climate policy. Output-based allocation does no harm but also does relatively little good by our outcome measures.

New Copper-based Heat Exchangers for Alternative Refrigerants
The ongoing global effort to replace current refrigerants with zero Ozone Depletion Potential (ODP) and virtually zero Global Warming Potential (GWP) refrigerants has important implications for heat exchangers, air conditioning system design, and the materials choices in these designs. Natural refrigerants with higher flammability, CO2, HFOs, and HFC – HFO blends each place different requiremen...

P research suggests that equity joint ventures (JVs) are particularly effective vehicles for accessing complex technology. Different schools of thought have emphasized different reasons why joint ventures might support greater knowledge transfer than “bare” license agreements: incentive alignment, organizational embeddedness, and enhanced administrative controls. We probe and refine these theor...

Introduction & Objective: In recent years, the use of alternative disinfectants and the control of natural organic matters are two approaches that are typically applied in water treatment utilities to reduce the formation of chlorinated disinfection by-products. Catalytic ozonation is a new technology used to promote the efficiency of ozonation. The goal of this study was to survey the feasib...
متن کاملInterregional Burden-sharing of Greenhouse Gas Mitigation in the United States
Emissions trading is an attractive candidate for implementing greenhouse gas mitigation, because it can promote both efficiency and equity. This paper analyzes the interregional impacts of alternative allocations of carbon dioxide emission permits within the U.S. The analysis is performed with the aid of a nonlinear programming model for ten EPA Regions and for six alternative permit distributi...
متن کاملClimate Change, Enhanced Greenhouse Gas Emissions and Passenger Transport – What Can We Do to Make a Difference?
Climate change, global warming and enhanced greenhouse gas emissions (GGEs) are hot topics for many reasons, including scientific and speculative. The transportation sector, led by the automobile, has been cited constantly as a major contributor through human intervention to climate change. The media and lobby groups have, for many years escalated the case for finding ways to reduce the impact ...
